And as might be imagined, there are power companies who feel that it&#8217;s unfair that they should have to pay retail rates to private individuals. “We should [only have to] pay you the wholesale rate for &#8230; your electricity,” according to Bruce Bowen, Pacific Gas &amp; Electric&#8217;s director of regulatory policy. However, the companies seem to be more worried about losing short term profits than about the benefits, especially in the long run, of the increased use of wind turbines or wind farms. Head of the Center for Energy Efficiency and Renewable Technologies of California V. John White points out, “It&#8217;s quality power that strengthens the grid.”</p>

The debates are about whether the stuff actually exists or not, what it would actually cost were it to be harnessed, and if it does exist is it truly as abundant and efficient as it&#8217;s being made out to be by proponents of research and development into this potential alternative energy source. When one hears the phrase free energy generator, one might be hearing about one of several different concepts. This might mean a device for collecting and transmitting energy from some source that orthodox science does not recognize; a device which collects energy at absolutely no cost; or an example of the admired perpetual motion machine. Zero Point Energy (ZPE) is sometimes referred to as residual energy and it was first proposed to be usable as an alternative form of energy way back in 1913 by Otto Stern and Albert Einstein.</p>
<p>It is also referred to as vacuum energy in studies of quantum mechanics, and it is supposed to represent the energy of totally empty space. This energy field within the vacuum has been likened to the foam at the base of a waterfall by one of the principal researchers  and proponents of Hal Puthof.</p>
<p>Puthof also explains, the term &#8216;zero-point&#8217; simply means that if the universe were cooled down to absolute zero where all thermal agitation effects would be frozen out, this energy would still remain. What is not as well known, however, even among practicing physicists, are all the implications that derive from this known aspect of quantum physics. However, there are a group of physicists at several research labs and universities who are examining the details, and ask such questions as whether it might be possible to &#8216;mine&#8217; this reservoir of energy for use as an alternative energy source, or whether this background energy field might be responsible for inertia and gravity.</p>
<p>These questions are of interest because it is known that this energy can be manipulated, and therefore there is the possibility that the control of this energy, and possibly inertia and gravity, might yield to engineering solutions. Some progress has been made in a subcategory of this field (cavity quantum electrodynamics) with regard to controlling the emission rates of excited atoms and molecules, of interest in laser research and elsewhere.</p>

<p>Fortunately, many retailers are promising to  help.</p>
<p>While about one in five Florida households remain  computer-free, Gov. Charlie Crist&#8217;s energy office opted not to offer a  telephone priority reservation option because of the cost and expected  crush of demand.</p>
<p>Citing a mad rush that swamped phone networks in  some other states, most if not all the roughly 66,000 first-come,  first-served rebate reservations are expected to be snapped up the first  day.</p>
<p>The state Thursday posted detailed instructions online at <a href="http://www.myfloridaclimate.com/climate_quick_links/florida_energy_climate_commission/arra_funding_and_opportunities/energy_efficient_appliance_rebate_17_585_466" target="_blank"> floridaclimate.com</a> on how to apply up for a rebate. But it was unable to  activate the informational Web site that will handle priority  reservations as planned.</p>
<p>It did not really matter because you  cannot actually try to sign up for a priority rebate until 11 a.m. April  16. That&#8217;s the first of 10 days through April 25 when appliance sales  qualify for rebates.</p>
<p>Buyers have until May 10 to mail in a  completed rebate form to the out-of-state rebate processing firm.</p>
<p>Requiring  reservations is supposed to eliminate people wasting days of comparison  shopping only to discover all the rebate money is gone.</p>
<p>One way  or the other, there are other hoops to jump through to cash in.  Retailers report plenty of interest and customer confusion already. So  far stores only know what they&#8217;ve read in general outlines about the  process that was released by Crist&#8217;s office on Thursday.</p>
<p>The  savings can be big. The state estimates you can save $200 on a washer or  freezer, $290 on a side-by-side refrigerator and $65 on a room air  conditioner.</p>
<p>The appliance version of last summer&#8217;s  government-sponsored cash for clunkers program, the mail-in appliance  rebates will be financed from last year&#8217;s federal economic stimulus  program.</p>
<p>The rebates are for a 20 percent discount on six types of  appliances — refrigerators, freezers,<a href="http://solarwindsupermall.com/aff.php?a=ne&amp;r=http://www.neutralexistence.com/shop/gas-tankless-water-heaters/C138/?ID=a92c29b0&amp;q=yes" target="_blank"> tankless gas water heaters</a>,  dishwashers, washing machines and room air conditioners — that earned  the federal Energy Star.</p>
<p>Buyers also can get an extra $75 per  appliance if the old energy hog it replaced was properly disposed.</p>
<p>&#8220;Plenty  of people have been asking about how to qualify, but all we know from  the state is what we read,&#8221; said Manny Tamarga, manager of Jersey Jim  Towers TV and Appliance in Clearwater, which will be heavily promoting  deep discounts on non-rebate appliances thanks to traffic generated by  rebates. &#8220;Unfortunately, it&#8217;s meant a lot of people are putting off  buying appliances now.&#8221;</p>
<p>State officials stuck with only online  reservations to keep the administrative bill less than $100,000. They  figure saving the money will leave more of the $17.6 million in rebate  money for appliance buyers.</p>
<p><a href="http://www.energysavers.gov/financial/70022.html" target="_blank">Others states</a> have had varied  experiences with their share of the $300 million national rebate  program. In Iowa, all the rebate money was gone in eight hours. In  Michigan, only 16 percent was claimed after the first month.</p>

Next the water moves through the tubes to an absorber plate.  This plate is painted black to attract and absorb the heat from the sun.  When the collector gets hot, it will heat the fluid that passes through the tubes. As the water passes through the tubes it goes into the storage tank. The storage tank holds the heated water.  It is usually well insulated so the water will stay warm longer.  Then the water flows into the home on demand.</p>
<p>Solar water heating systems are divided into two groups: Active and passive.  When the heating systems are active, that means that they rely on the pumps or other mechanical devices that can move the water between the flat plate collector and the storage tank.  Active solar energy systems are the most common because they are quicker and more efficient.  The <a href="http://solarwindsupermall.com/aff.php?a=ne&amp;r=http://www.neutralexistence.com/shop/omega-evacuated-24-tube-solar-water-heater-manual-control/?ID=a92c29b0&amp;q=yes" target="_blank">passive system</a> relies on gravity to feed the water from the flat plate collector to the storage tank.  This kind of passive system has the advantage that electricity outage and electric pump breakdowns are not issues.
